Peer Network with Firewall Problem

I have a new XP machine networked with a Win98 machine
and a Lynksys Cable/DSL router with 4 port switch. I'm
trying to use ZoneAlarm. If I have Zonealarm disabled on
the XP machine and Zonealarm enabled on the Win98 machine
everything seems to work OK. But if I enable Zonealarm
on the XP machine and try to view the workgroup computers
I get the dreaded message "Workgroup is not accessible.
You might not have permission to use this network
resource. Contact the administrator of this server to
find out if you have access permissions."

I've set both machines up to have fixed IPs and have
configured these IPs as part of the "Trusted Zone" in
Zonealarm on each machine.

I see this sort of problem is common. Some of the fixes
I've seen mentioned include: turn off firewall, enable
the guest account on XP, start Computer Browser service,
enable netbios over tcp/ip, turn on netbeui. I've tried
all of these but netbeui. I can't see how to turn that
on. Can someone tell me how to do that?

If that doesn't work I'm in desparate need of a new
approach. Is it not possible to run Zonealarm (I've got
same problem with Norton) on the XP machine? Please help.

I suspect that something's wrong with the ZoneAlarm configuration on
the XP machine. Try un-installing ZoneAlarm using the un-install
procedure provided by the manufacturer, re-installing it, and
re-configuring it.

There should be no need for NetBEUI -- TCP/IP, by itself, is
sufficient for Internet access and File and Printer Sharing. If you
really want to use NetBEUI, see this page for how to install it, and
un-bind sharing from TCP/IP:

However, NetBIOS over TCP/IP is essential for File and Printer Sharing
via TCP/IP. Make sure that it's enabled, not default, on all
computers:
