PDFs won't open after inserting comment under HTML tag

When I copied my web to a CD, I kept getting the ActiveX content warning
messages whenever I tried to access a new page. I found a workaround on this
site where I inserted a comment under my HTML tag <!--saved from
url=(0014)about:internet-->, for my main pages. I no longer get the ActiveX
warning pop-up, but the subpages will not open, nor will the PDF files.

I am not an expert in coding nor FP for that matter, but I was able to put
together a small web that presents information in a nice and efficient way.
I just need to figure out how to avoid those warning messages without
disabling activeX in I.E. Is there any way to make this CD navigable without
all those warning messages?
 
It is not the point of disabling Active X in IE, it is based on the fact that you are not loading
the page from a web server. You would need to remove / not use any scripting on your pages, such as
JavaScript, Flash, etc.

I went into site settings and changed the client from JavaScript to none, and
it removed all of my hyperlinks and navigation bars. Is there another
workaround so I can copy this site to a CD and have it navigate and display
properly?
