PDF vs. Certified PDF

What is the difference between a PDF file and a Certified PDF file and how do I
get a Word document converted to a Certified PDF file?

http://www.certifiedpdf.net/pdf/CertifiedPDFdotnet.pdf

To convert a Word .doc to PDF, you need either Adobe Acrobat or
PDF-conversion software. A search brings up many to choose from.

I can supply a Certified PDF file. This info helps a lot.
