Import the PDF into your current open FP web, and create a link to it, just
like you would create a link to a page within your web.

Once you have the PDF created, just import it into your FrontPage web and
create a regular hyperlink to it. There's really nothing different between
linking to a PDF or an HTML file.

If you want to insure files are downloaded, instead of viewed within the
browser, there isn't too much you can do about that. Because the Acrobat
Reader program is installed as a "helper" app for the browser, Internet
Explorer will try to open it in the browser window. About the only things
you can do to prevent this are to put the PDF into a .zip file (not very
end-user friendly) or provide instructions to your visitors to "right click
and save target".

Place a note by the link:
Right click and select "Save As"
to download.
