pdf to html freeware

Does anyone know of freeware for converting pdf files to html in an
accessible format? Or at least one that will require the least changes?

Txttopdf converts to text, but it has a problem. About half the words
have a space between each letter, and for a 2mb document that's a
major problem. I'm also looking for a PDF to txt or html that works
better. Please let me know if you find one.
