How can I convert PDF files found on the web back to PPT files that they
were originally?

I tried to download the file, then OPEN WITH PowerPoint, but the file would
not open correctly. Do I need a converter?

You can't.

You can move some of the content from the PDF into a new PPT presentation as
text or images, but as one very expert PDF user put it, going from the PDF
back to the source document is like trying to convert beef stew back to raw
carrots, potatos and meat.
