PCU Usage

my CPU Usage under Performance is showing up in both Green and Red ever if
the usage is below 80%. Why the Red I never seen Red , just Green before.

Alot of my programs "internet" have been acting up

In Task Manager, click on View on the toolbar at the top.
On the menu that's displayed, you should see a check mark next
to "Show Kernel Times".
Click on that entry to remove the check mark.
You should now only see green displayed in Performance.

Since the term "acting up" is so vague, I can't give you any
recommendations other beyond the links that Kathea provided. If
you want help with specific issues with internet applications
you're going to have to provide more info.
