PCs can't open files sent by Macs

Whenever someone sends an e-mail with an attachment from a Mac to a PC, the PC is unable to open the file.
What's going on?
 
They Need To encode For any computer when they send

And the program for the attachment needs to be universal (pdf, For example)

And, depending on the format of the file, you surely need software that
can deal with the Mac file.
