TUGZip has no problem with these (handles most archive formats)

Izarc from http://www.izsoft.dir.bg/ handles most major compression formats
and is free

Almost forgot - On the main page of the archive, the maintainer requests
any users to offer their own suggestions for inclusion. Perhaps the
Pricelessware folk might look into contacting them with a view to building
a super version of some kind of jointly/co-operatively maintained ACF
archive. And/Or perhaps a bit more than MS-DOS/Windows 3x
