PCI subdevice and subvendor IDs

Are the PCI subdevice and subvendor IDs for various chipset components
programmed into the chipset, or are they programmed into an external
EEPROM?

For example, I have an ECS motherboard with an SiS 746/963 chipset.
The USB 1.1 (SiS 7001) and 2.0 (SiS 7002) controllers in the
southbridge are enumerated as 1039/7001 and 1039/7002, where 1039 is
Silicon Integrated Systems.

The subvendor ID is 1019 (Elitegroup Computer Systems) and the
subdevice ID is 1808 which I presume refers to the motherboard
(L7S7A2).

I have inspected the area around the southbridge but all I can find
are two unpopulated IC locations.

the other for an 8-pin serial EEPROM (the circuit reference is EEP1).

I managed to find a datasheet for an earlier SiS chipset (SiS
5597/5598) which uses an SiS 7001 USB 1.1 OHCI controller. Registers
2C-2F are set aside for the PCI subdevice and subvendor IDs. They are
described as "write once".
