One of our business software providers is not allowing us to remotely access
the software because they say it's not PCI compliant for data security. They
are suggesting we buy PC Anywhere.

They say that it does not meet the standard of having 1) a secure user name
and password and 2) is digitally signed. Does anyone know if Terminal
Services is PCI compliant or can be made to be PCI compliant?

You might have better luck if you post to one of the server or one of
the security help groups. I really don't know much about PCI compliance
but I would think that this could be resolved with the use of IPSEC VPN
connections. I'm not sure why your vendor would want you to use PC
Anywhere but it's their compliance certification so they should know
what is acceptable for their audits.

You can do TS via Site-Site VPN where only TCP 3389 is permitted inbound
to the server/service. The Site-Site VPN provides the best solution and
would let you use Terminal Server without any issues.
