I changed my CPU overclock speed from 200MHz to 380 and now when tried to
reboot the system it won't do anything. It won't even let me go back into
CMOS setup program.

What should I do to set it back where it was before?

As soon as I boot the system now it basically freezes at the initial boot
screen where it says press DEL to get into CMOS program.

Please Help!

I assume youve tried hitting DEL to get back into the bios since you
say "you cant get back into the bios".

You can take the battery out for while and then put it back in. Its
the silver round wafer held in place with a clip. It pops out. Make
sure you put it in the same way - usually the top has the writing on
it about the type of battery and brand.

Theres also usually a jumper to reset CMOS.
