PC restarts instead of shutdown

since i installed a ieee1394/usb2.0 combo card my pc never shutsdown correctly, it restarts every time. i already went through the suggested solutions found at MS knowledge base, but nothing works. is a real hasle to have to babysit my pc everytime i want to shutdown, plus i don't think is a good idea to force the procedure either
i'm good editing the registry, so any suggestion will do
