PC restarting instead of shutting down

Couple of days ago I noticed that when I went to shutdown the pc, it would just restart back up. The PSU would not shut down at all (hd's
and such spun down), then the hd woul spin back up again and start the pc. Only way to stop it is to push the on/off switch on the back of
the PSU. Why would it be doing this? Anyone know?

I had a problem of restarting instead of shutting down. It was cured when I
stopped using Nero InCd, and removed it from the system. Apparently there
are a number of apps that can screw up shut down.

That might well be a deliberate interception whose removal is
fouled up. Powering down is very likely to destroy a CD write
operation.

InCD kept me from getting into safe mode.

Any changes made to your motherboard's bios ?
 
You might get this problem If you have something turned on and connected to
your ethernet card, for some reason this turns the computer on. If (like me)
it's a cable/DSL modem or another computer, you'll have to turn that off
while you want your computer off

That should never be necessary, there are power management
settings in bios and the NIC's driver properties to disable
that, "almost" always.
