pc doesn;'t recognize cd in pc.

When I put the disk into pc, it says "insert disk". when I try to write files to cd. Pc doesnt recognize it's in there. cannot do a cd test either. Says "cannot run" What can I do to get this to work? I did a system restore and still nothing. THANKS FOR ANYONES HELP.
 
Are you trying to write files to a CD-R/RW? Are you sure
you have a CD-RW drive and not just a CD-ROM drive?
