Patch 816868 for IE6.0 on Server 2003

IE6.0 SP1 has a patch available (q816868.exe) that fixes
the following problem:

Internet Explorer 6 SP1 Update: Error Message: "Internet
Explorer Cannot Download a File"
When you try to download a file with Internet Explorer
from a Web server, you may receive the following error
message: "Internet Explorer cannot download FileName from
WebServer."

Windows Server 2003 has its own version of IE6.0, and the
patch is not applicable, and unfortunately I have recently
found that the problem still appears to exits (when
accessing the internet through our proxy server).

Has anyone else come across this problem, and if so, any
resolution available? Unfortunately Microsoft Technical
Support was not interested in the problem - they wanted me
to pay $257 to report their bug - how does that work
exactly?

What version of wininet.dll do you have now?
If you don't have the most recent cumulative security update
for IE you would be missing the possibility that this hotfix
was integrated into the security update.

Version 6.0.3790.186, date 09/07/2004. This file was
installed with service pack 867801 (Cumulative Security
Update for Internet Explorer 867801). This patch is
supposed to include the functionality of the previous
patch 816868, so I was expecting this problem to be
resolved.

Agreed. Have you traced the problem to prove that your symptom
is due to the cause that the article cites? If so, it sounds as if there
might be a workaround by changing your Language Preference
to try to preclude the use of multi-byte characters.
