How is the "paste special" option different from the "paste" option in power point and if the presentation is only for viewing on-screen (will not be printed) what is the best option to use from bringing in image (jpeg) AND keeping the size of the file to a min
 
Use Insert > Picture > Picture from file. Lots of info on image size and

Paste Special shows you all the formats on the clipboard (at least all
of the ones PPT understands) and lets you choose the most appropriate
one for your uses.

Paste gives you the default, whatever that may be. It varies, but it's
not usually what you want, given your description.

As Sonia says, the real answer for inserting images that are already on
disk is never to paste, special or not. Insert, Picture, From File.
