Passwords

Is there a group policy or a setting that would be
preventing my users from being able to change their
passwords when they expire. Because when there passwords
expire i need them to able to create their new passwords.
They also can't change their passwords when i set them to
change their password at next login
 
What error do they get whn they try to change their passwords? Are they
remote users? Do all users have the problem including administrators? Is
this problem OS specific? When did it start happening? This is something
that would be expected to happen if you are logging in with Cached
Credentials. Do you have password complexity enabled and

The only way to change your password is to authenticate with a domain
controller at logon.

Also if the client cannot find a Global Catalog they will not be able to
change their password.

Here are a couple things to try :

- - Check "Access Computer from Network" user right on the Domain
Controllers OU

Administrators
Domain Users

Also need Authenticated Users to change passwords.
