Yes you make sub-webs and password protect them. Your server has to have the
FP extensions as well as turn on the permissions access.

Not directly from FrontPage, but it is fairly easy to do in ASP. It depends
on the depth you want to go to.
NOTE: If you have the option of adding ASP.NET to your site (ie, you own the
site, or the ISP has .NET installed), some of the starter kits at
www.asp.net contain logon examples that are fairly full featured.
