Passwords on Sever 2003

I recently install Windows 2003 enterprise and when I
tried to create an account without a password it's show
me an error of password complexity and etc.

I disable this option in the default policy but continue
the error, then I deleted this policy and continue. How I
can create accounts without password on AD Server 2003

Is it set as "disabled" or as "not defined"?

Set the policy to defined and to disable the following:

Password must meet complexity requirement - Disabled

Minimum Password length - 0

Enforce Password History -0

Once those are set run a GPUPDATE /Force
