You messed up when you applied security. Congratulations though! You are
the millionth person to do so. Your prize is the fact that you discovered
this fact whereas most people botch security and never realize it. They
just blindly put up with all of the disadantages of a secured app without
any tangible benefit.
Humor aside, almost nobody gets security correct on the first few attempts.
Seeing if you can open a newly secured file with another workgroup file (one
that doesn't ask you to log in) is the first and most important test you
must perform. Most just assume that if they are being asked to log in when
they use their secured workgroup file that everything must be okay. This is
equivalent to seeing if your key unlocks your door, but never trying to see
if you can open it without the key.
Start again from scratch. I recommend searching the web for one of the
explicit step by step instructions that you should easily find with Google
rather than just relying on the wizard. There are numerous steps and not a
single one of them is optional.
This time don't make your secured workgroup your default. Instead, make a
shortcut that specifies your secure workgroup for use only when opening your
secured files and leave your default workgroup set to the default
System.mdw. This not only makes working with non-secured files more
convenient, it also makes it very easy to test your secured files by making
sure you cannot open them with a simple double-click.
