password?

I set a password in Data File Management > Data Files > Settings, but
Outlook is still opening without requesting the password. Must be
missing something?
 
Is outlook completely exiting when you shut it down? Check in task manager.

Yep, it's shut down. It's not requesting the password even after a
reboot. It apparently recognizes that a password was entered - when I
go back into Change Password, it won't let me leave the Old Password
field blank (as I did when first entering a password)
