Is there a way of getting logged in to XP if a password
has been set and the password has been forgotten?

There is a built in safety net for this problem.

You will need to boot into Safe Mode and log on with the built-in System
Administrator account.

Start the PC and when it begins to initialize, start tapping the F8 key
continuously until you see a menu. Use the arrow keys to select the Safe
Mode option and press the Enter key.

Select the Administrator account and press the Enter key.

When XP starts, go to Control Panel/User Accounts, select the account you
normally log on with and select the "Change the password" option.

Reboot and log in using the new password.

Can someone set up a computer so that it is secure
and no one can go through this safe mode function
to be able to log in?

Well, you can set up a password for the default Administrator account. But
realistically, if someone has physical access to your computer, there is no
way that you could keep them out.
