Presumably you wouldn't be asking if you were using a secure version of
Windows (i.e. NT based) since you could, as an administrator, restrict
privileges to the folder where the executable got installed - provided
you used NTFS on the drives. Then those that are supposed to be able to
run Outlook don't have to be bothered with a password.
You really need to mention your version of Windows. I suppose you could
use something like Blumental's Program Protector or ComputerSafe under a
95-based Windows. A Google search on "password protect" should turn up
other possible solutions.
