I have 2 PC of which both are using win2k pro and have account created in
both PC.

Both are under the same workgroup name "workgroup", same subnet mask and
manually assign a IP address.

I have this problem of accessing the workgroup and get this "workgroup is
not accessible" error message.
I deleted and recreated the account called "misc" (member of administrator)
at computer PC-2. Hence the problem was solved, the shared folder at
computer PC-2 become accessible.
However, when ever I change the password for that "misc" account, I cant
access the workgroup again. What is wrong with that?

Additional query, how do I make multiple account appear at the log in dialog
so as not to type the user account name?

Try this simple test - turn on both computers, then walk away for at least
15 minutes. If when you return both computers appear in My Network Places
and can be browsed then your problem is due to a forced browse master
election. If this is the only symptom - that is, if shared drives and
printer work, then this is a non-issue and can be safely ignored.

As for your logon question, Windows 2000 does not support this type of
logon.
