Password Protect Text Box in Master Template

IS there a way to "lock" a legal disclaimer on to a page of a ppt document so
that it cannot be deleted? I have one statement that must appear on the
first and last pages and yet another statement that must appear on all of the
pages in between. I assume I will need to make two master pages, but how can
I allow users to add information to the template pages without being able to
delete the disclaimer?

There's no totally secure way to do this. A lot depends on how sophisticated
(and how malicious) the users are. If they're willing to go along with you,
then it should be enough to put your text on, say, a Title and a Slide master.

Users can add/edit slides but your text won't be selectable unless they do View,
Master, Slide Master etc.

You can add another level of security by converting your master into a single
background image, your text included and using that as the background image.
They wouldn't be able to select/edit the text at all then.
