2. Convert that folder to a subweb.
3. Remove anonymous access from the subweb.
4. Create accounts for each authorized visitor (unless

If you want the sort of system where visitors identify
themselves, you e-mail them a confirmation message, and
the visitor clicks a link in that message to prove they
received it, FrontPage has no such capability. You would
have to program this in ASP or ASP.NET, or purchase a
third-party solution.
