Is it possible to set the password policy attributes in the registration
database or with a commandline?

You've sent this to a dozen different groups. It's against the rules to cross post. With this kind of behavior, you don't deserve an answer!

Rules? There are no rules against crossposting. *Excessive*
crossposting is frowned upon. Crossposting to a bunch of
unrelated groups is often the work of a spammer and is
reprehensible.

But there's nothing wrong with crossposting to a few related
groups. It's far better, for example, than multi-posting (sending
the same message separately to more than one newsgroup) which
just fragments the thread, so someone who answers in one
newsgroup doesn't get to see answers from others in another
newsgroup. The result of admonishments like yours is often that
people, fearing complaints, multipost when they should have
crossposted.

He crossposted to seven groups (not a dozen), which is a few
more than is usally advisable. But it's certainly not such
terrible behavior that it justifies a response like yours.
 
Please explain the difference between cross-posting and multi-posting - as you see it? In this particular case, Morten got an answer in a different group, but there's no record of that in this group, so how do you know when to answer - if you have an answer - unless you check all the groups he posted to. People reading this group didn't see an answer to the question.

I don't think it's terrible behavior what Morten did, but I think it's bad behavior - and certainly not very considerate towards the readers or towards you guys who spend a lot of time answering questions.

Cross-posting is addressing a single message to more than one
group, which is what he did. This message is crossposted to

microsoft.public.dk.windowsxp,
microsoft.public.windowsxp.basics,

You don't. Multi-posting is always a bad thing to do under all
circumstances, as I said in my original message. You don't even
know what other groups he posted to. Because he cross-posted, I
hadn't realized that he also multi-posted.

People reading this group didn't see an

If he multi-posted, I agree with you. If it's just crossposting,
I don't think it usually deserves the bad rap it often gets,
which was the point of my reply to you.

He might not have Multi-posted.
The answer that Morten got may have been posted via CDO,
(which is to the group where that poster responded, but to no
other group).
