password policy

under computer configuration - windows setting - security setting - account
policy
I enable the enforce password history to 5
maximum password age to 60 days
min password age to 55 days
minimum password length to 6 char
but this rule it's apply to users - example the user can put the password 2
char

any soluation please?
 
If these are domain accounts, you should apply this policy at the domain
level. Applying it at the OU level will only affect local user accounts on
the computers located in that OU.

I have windows 2000 server with AD and all the users are domain accounts how can I do that and I apply the policy to domain level
if you have steps to how to apply the policy to the domain level please let me know

Go to the properties of your domain and to the Group Policy tab. Create and
link a GPO there, and define the password policy in that GPO. Or you can
re-define the policy in the existing Default Domain Policy GPO.
