Question is when you set your GPO for 180 day max password
age does that then prompt you 180s from the GPO being set
or 180 days from when the users actually set their
password. So in other words if the user set their
password 100 days ago will they be prompted to changed
their password in 80 days?

Please help;

It will prompt the users from the time they last set their password. This
is done to avoid from having administrators set a policy and thus prompting
every user in the domain to update their password at the same time.
However, tis would hold true if the old password policy was 180 days and
you decrease it to, say, 30 days. Those users who were between 30 and 180
days will now all be prompted to change their password.
