Password policy

I am using windows 2000 server, running 10 workstations, recently within the
last 2 months, whenever anybody tries to change their password, I am getting
a cannot change password for user JOHN DOES(example) password does not meet
password policy complexity something. I went and check the password policy
and change them every kinda way, and took off basically all the
restrictions, and I am continuing to get that message. Could anybody please
help
 
Password policyWhen you finish changed password policy ,you must apply through right click 'security setup' and click 'reload...'.

I did, I even restarted my server several times, so I am certain that the
changes have taken place, I have followed the links on microsoft website to
assure that I have changed the password policy settings by typing something
in command prompt, and in the run menu, and it seems as if the settings are
stored. But I am continuing getting this message. This just occurred
because I have added over 25 users in the last year. But for some reason
this problem just started about 2 months ago.
