password policy bypass on stand-alone system

I have noted that you can enter a user with a blank
password on a stand-alone system even if the Security
Settings - Account Policy - Password Settings are set for
a minimum length on non-zero. This check works if you add
users from the Admin Tools, but does not work if you add
users from Control Panel - Users and Passwords - Add. It
allows an Admin account to add users with blank
passwords. Anyone know of a fix for this.

I have not tried this, but use net accounts to see what it reports for minimum
password length. If it shows zero use " net accounts /minpwlen:6 " or whatever is
appropriate to see if it helps. If that does not work, try enabling password
complexity to see it that solves your problem. --- Steve
