Password Policies at the container level

I was wondering if anyone can help me out with an issue that I am having with setting a password policy at a container(OU) level. I have a policy put in place on an OU and a few users put in that OU. For some odd reason, the policy will not take effect at all. Can anyone help out with how to get this up and running? Thank you in advance.

Password policy can be only placed at the domain level - in whole level
You will have one password policy, so setting password policy at the OU
will do nothing
 
Account policies are 1 to a domain. Setting a password policy has no effect
when logging into the domain. Password policies applied at the OU level only
take affect when logging in to the computer locally.
