Password policies are uniform for all users in a domain or the local
machine so if you're looking for having different ones for different
users you can't. Are you looking for enforcing minimum password length
on local users or the domain? In the latter case, you need to edit the
Default Domain policy and under Security settings\Account policies
\Password policy you will find the settings related to password lengths
and history. For local accounts the path is the same but in Local
Security policy.
