I have created and sub site for this to work. My server sis supports unix
and told me how to set the password the same as FP. When I open the subsite
and click tools , site settings I do not see permissions as an option.

you have to open the live site, in FrontPage:
file/ open site, then type in the http:// address of the online site in
question.
you should have access to tools/ server at that point.

thanks, this worked perfect to set permissions to edit the site, but what I
am really looking for is when someone visits a particular page in a forum
they must use a password to enter a post or get to the post page from the toc
page. I set the post link on the toc page to go to a post page form in the
subsite with permissions. It is not asking for permission to enter. I also
set up a user registration form requiring a password with the subsite. It
does not seem to do anything to restrict access to this page.
