Jesse,
What is it specifically that you would like to *do* with a passport
photo? Resize or resample it? Adjust contrast, brightness or tint? Do
you already have an image saved? If all you want to do is to edit the
photo, then the best freeware image editor is Photofiltre:

please.

Thanks. I haven't had a chance to check out the leads you gave me yet but I
wanted to answer the question John asked--I want to take my own passport
photos to use on a passport application.
There is a page online that describes a process using an image editor, but
it is unwieldy and I'd just as soon pay a photographer than use it.
The problems with the image editor route are the strict size requirements of
the image (I"-13/8") that must fit within a 2"x2" canvas. It would seem that
the software would have templates or something.

There is software for sale at www.onthegosoft.com/passport_photo.htm, but it
isn't freeware, and doesn't have a true trial version.

I just went through thinking about this too. In the end I paid only
$6 for the two photos at AAA (as a member). Didn't see the point of
doing myself after I learned that deal. At any rate, I wouldn't be too
confident about an inkjet produced photo withstanding the heat applied
during the sealing process when the passport is produced (something like
225 degrees). Or if it fades in a few years (out of a ten year
passport), your hosed.

Just some thoughts o/t software.
