Passing URL to application instead of downloading it.

After many Google searches I am still unable to obtain information.

How can I cofigure Internet Explorer 6 so that when I click in a file,
the URL is passed directly to the helper application, so that the
application downloads it?

How does Internet Explorer decide when to do one thing or the other?

In the default configuration, MP3 files are not downloaded, instead the
explorer passes the URL to the Windows Media Player. This does make
sense to support streaming. But how does it work? In my machine this
does not longer happen. What registry setting should I touch?
