Windows 7 Partiton and folder permissions ??

I have a external drive plugged in that came out of another pc.It is split into several partitions and my question is about partition "P(J".
You can see little padlocks against some of the folders. How do I get rid of them,ie change the permissions so that I can delete stuff inside the folders.
I have tried and failed to do so
So a step by step walkthrough would be most useful. Thanks
