If I have a hard disk with two partitions, is it possible to adjust the size
of those partitions inside of windows, or do I need to use a third party
software like partion magic?

In order to resize a partition without losing all the data you will need a
third party application such as PartitionMagic.
 
I'm afraid you are stuck with getting Partition Magic or BootIt NG to change
the size of your partitions without losing any installed programs.

Can't be done in windows if one of those partition is a windows boot
partition, cannot be done by windows either. Forget windows.

Have been using this in tandem with System Commander for over 3 years.
Including partition shrinking and expanding menu option.

Am not supporting v-com products per se. Just the two I've mentioned that I
know work on my PC. System Commander comes with Partition Commander. Has
no option for either to work in windows as it should be for booting and
partitioning.

No. No version of Windows or DOS has ever had this ability.

Yes. Partition Magic is the best-known such program, but there are
shareware/freeware alternatives. One shareware product that gets good
reports from several MVPs (although I haven't used it personally) is Bootit
Next Generation.

Try Acronis Partition Expert Personal 2003. I got it from a free
magazine cd. I know it works perfectly in win98. I am just about to try
it in winxp, and I think it will work alright there. It resizes the
partition without loss.

I can now confirm that Acronis works very well in Winxp. I have just
used it to resize my second partition without problems.
