I want to password protect a partition in windows so even if the user has
admin access they must have the password to a partition in order to access
the data?
 
You need to restrict access with permissions. If you have XP Pro, open
Explorer, go to Tools, select Folder Options, go to the View tab, remove the
check from "Use simple file sharing," click apply and ok. Then, select the
partition, right click, select Sharing and Security, go to the Security tab
and remove any user from the Group or User Names list to whom you do not
wish to grant access.

If you have Home Edition, you need to boot to Safe Mode and perform the
above functions. Boot the system, start tapping F8, when the menu appears,
select Safe Mode, when you get there, decline the option to go to System
Restore and follow the above procedure. NOTE: if the partition is using
FAT32 as opposed to NTFS, security options will not be available and you
will need to convert the drive to NTFS; see the following Knowledge Base
