Partition restricting full admin access

I have a partition (D:) which recently started refusing access to things
like the registry and system services from programs installed to it. The
first experience with the problem was when I tried installing There
(http://www.there.com) when the installer couldn't write to registry when I
tried installing to the D drive but it could when I installed to the C
drive. The second time was when I tried installing Diskeeper
(http://www.diskeeper.com) and it couldn't start it's service likely due to
not having the admin privileges required, that's when I figured something
was really wrong with the partition, so I came here for help.
I'm the administrator and only user of this computer.

weird because you are saying programs installed on the D drive are treated
different than those on the C drive?

I would choose the root of the D drive and make sure the system has full
control of the folder and all subfolders!

I just installed Diskeeper to the C drive without the problem, that's enough
to confirm it's a problem with the D drive and not a bug in the installer
software.

How exactly do I check that? I looked and couldn't find anything for
setting local permissions for drives or folders.
