Partition C Drive

I have a 300 GB SATA drive that I use as my C drive for programs only. I
would like to know if I can partition this into two 15 GB drives using the XP
disk management program? I want to try it this way before I buy a third
party program by Acornis. Can't use Partition Magic since it is not
compatible with VISTA which I want to upgrade to.

BootIt can do this for you - even in a trial version:

Download the program, and create a floppy (or CD) to boot from. The
makedisk program has an option to set the boot process to go directly
to the partition manager.
 
Installing programs to a separate partition is in reality a waste of
time/resources, there are some who find locating data on a separate
partition aids their backup procedures
In any case if the drive fails everything goes.
You can use PM on winxp, which is what you currently have, its just
unavailable to use on vista in its current version.
And no you cannot use winxp disk management on a drive that has stuff on it
