Does Microsoft offer any tools to partition and existing
partioned drive? I have a C: drive at 8 GB and logical D:
drive at 20 GB. I want to partition the D: drive. Thanks

The Disk Management tool can adjust partitions - but if a partition contains
data it will be lost. To repartition without data loss, you need third party
software. The easiest and most reliable (IMHO) way to go is with Partition
Magic.
