Partial background

Hi, is there a way to insert Partial background in a particular sheet?

I think by "partial" you mean a watermark type background. Search Excel Help
for "watermark" and read the topic "Mimic Watermark in Excel".

not watermark.. I mean only to a particular set of cells

No, a cell can only have one background colour.
