and make them password protected, does anyone know some free software that

Hello !
It is simple. You have Windows which have Internet Explorer and it has
integrated such a protection called Content Advisor.

Start- Settings - Control Panel - Internet Options - "Content" tab
and then enable it and check the settings
Password -protect it .

For example :
Language level : 1
Nudity level : 2
Sex level : 3
Violence level : 1

Also it has option to always allow or restrict selected pages.

Also,as you mention about parental control on the Subject line, create your
children limited user accounts in Windows XP
So they will have their own My documents folder
but will not be able to access PC settings
Limited users can download everything but cannot install anything
,so they cannot install any spyware/virus in the family's computer, for
example.

Children limited account should NOT be password-protected !!!
Parent administartor account should be password-protected !!!

!!! Windows XP has hidden built-in administartor account
accessable and visible only in Safe Mode.
Get into Safe Mode and password protect it.
In Safe Mode, goto Control Panel -User accounts and click on the name
of that hidden account, called Administrator !!!

Panda_Man has the right idea. You can also add sites that you don't wish for
them to visit to the RESTRICTED SITES list. This is nice to use if, for some
reason, the restrictions in the CONTENT ADVISOR didn't filter something out.
To access this, get back into INTERNET PROPERTIES as you did before and
choose the SECURITY tab. Choose RESTRICTED SITES & the choose the SITES
button. You can add full addresses here or just add masks. Example:
"*.ebay.com" (everything between the quotes) can be typed in and hit ADD.
Furthermore, although I've never used them, there are several 3rd party apps
that do the same thing. Net Nanny (netnanny.com) and CyberSitter
(cybersitter.com) are well known and this site (parentalguidance.org) may
help you as well.

For some requirements, you may find it easier to invest in a
3rd-party solution, such as NetNanny or CyberPatrol.

You need to be aware, however, that *NO* technical or software
solution is fool-proof, and _none_ can ever adequately take the place of
live adult supervision. If you cannot trust your children to
safely/properly use the computer without supervision, you may have to
consider limiting their access to it.

Content advisor is as good as useless. Unless the web site you are trying to
access provides the information that the Content Advisor is checking, it
will block the site anyway. You will soon get fed up with having to enter
the access password every time to see each web site. For those sites that DO
provide the information, it works well.
