Parental control of home network

Does anyone know of a way to set user privileges to
prevent my kids from reinstalling Instant Messenger on
our 2 Win XP networked computers but still allow them to
activate Internet Connection Sharing? Our ISP (Juno)
requires us to activate ICS each time we dial-up.

I dont think there is anything that will prevent them
from installing it, but I do know that you can get a
program that AOL provides for AIM that allows you to view
who they can chat with, what times they can and cannot
get on and more.
