Is there any method to keep from getting the pop-up
message asking if I want to allow access to Outlook every
time I syncronize my palm to Outlook?

No-you cannot. That is a security feature of Outlook and is designed to
prevent a malicious process from accessing your address book or e-mail and
sending malicious files to people on your address list while appearing to be
a file sent by you. I do agree it is a bit intrusive, but unfortunately it
is something we have to do in this day and age.

Did this behavior change recently for you? I understand what Steve Dodson
is saying, but I have a user who saw a behavior change only recently in this
feature--for her, it happens because she uses Word as her email editor
within Outlook. When she opens a message to reply, she gets the alert that
Word is seeking access to the address book, and this alert was new to her,
even though her machine has been rigorously kept up to date.

FWIW, one good source for information about workarounds to such issues--if
they exist--is:
