Does anyone know what do I need to do in order to get my tvout working in
PAL-B mode also when I am still outside windows (during boot and dos
sessions...)? Do I need to update the BIOS?

I know there are different bios versions for PAL and NTSC cards. Check the
forums at www.rage3d.com for files and flashing info.

What card do you have?
SOme cards (Radeon 64 VIVO) automatically detects a TV-out connection and
enable TV-out immediatly both displays. The radeon 64 vivo has no
independant tv-out unlike more recent Radeon cards. I believe that my own
Radeon 9800SE also has TV-out enable (even the bios screen shows on the TV).
Perhaps you should enable the TV-out once in the controll pannel and from
then on it's always on.

My card, a 3D Prophet 9600 Pro (By Hercules), always has the tvout enabled,
even while booting, the problem is that it's in NTSC format and I need it in
PAL-B... in windows it's ok, but outside it's not!

Hercules sells cards in Europe, so I'm sure there's a PAL bios for your card
somewhere.

The webmaster or someone in the forums should have the file you need.

If not, you can extract and edit your existing bios using the tools you'll
find at the above site. RadEdit shows PAL/NTSC as a switchable option on my
9500, and I expect it's the same for yours.
