When sending a picture to "Paint" to edit, the picture becomes huge with only
a portion visable.And when I reduce the size, only the Zoomed area reduces so
I can not view the whole picture at once.
Anyone have any thoughts?

Maybe you would like the freeware IrfanView:

Download IrfanView 3.95

(get the plug-ins too)

Or...the best bet may be to purchase a full
featured image editing program.

go to image
stretch/skew
in horizontal and vertical type in 50 and it will shrink the image
repeat as needed
