I have English version paint in windows xp, however, I opend it for the first
time anf the toolbar is in French .I checked the dll file and that is also in
French. Is there a way to change the language to English.

Reinstall paint* from your Windows XP (english version) CD.

*Control Panel - Add/remove - Add/remove windows components

Which .DLL file did you check?
